Question: Does the first sentence of Article 39 commit us to build?
Answer: The last sentence of the article reads: if the town does not receive CDS funds, the
bonds will not be issued until such a time as a combination of funds committed
(including the bonding) equals $7.125 million.
While the first sentence of the article does approve the project, the project does not
proceed until we receive CDS funds.
